While the industrial sector in Europe is one of its most immediate crises and restructured under costs, many States are running out of opportunities there. In Egypt, we continue to repeat the traditional reluctance: " We want to attract new investments " , while we lose sight of something more realistic and faster: polarizing production lines and factories that are packing and leaving the old continent.
The equation is simple; today Europe suffers from energy price leaps, stringent environmental requirements and fierce competition, which suffocate many companies and force them to close their lines or transfer them to cheaper States.
But the factory that shuts down there is not just a scrap!
China has not waited; in decades, entire factories from the heart of Europe have been shrouded and reinstated on its territory; India has done the same thing and has provided itself with years of jumping in the unknown and building production lines from zero.
We still have the traditional scenario: waiting for the investor to buy the land, then build, then import equipment, train employment... a journey that may take long years, while moving an existing production line that cuts half the road at less cost and moves technology immediately.
The crisis is not possible, but in the absence of Radar, which takes these opportunities before us.
The solution does not require large budgets or administrative complications.
All we need is a crisis cell unit or a flexible working group comprising representatives of trade, industry, investment and foreign affairs, whose task is very specific: following up on the news of European companies that declare restructuring or closure, communicating with the company ' s management immediately and before the equipment is auctioned or going to a competition State.
This unit builds a rapid database, evaluates what suits our market, and then presents the European company with a ready package: equipped land, procedural facilities, and incentives associated with actual start-up and export.
In order for the State not to bear one penny of its Treasury, the purchase and financing order is left to the Egyptian or Arab private sector, and the Government is merely the facilitator and destination.
The world industry map is now redesigned, and States that move lightly will gain not only machinery and equipment, but will gain rapid settlement of technology, ready supply chains, jobs and export markets.
The question is, why is Europe shutting down its factories?
