The General Secretariat of the League of Arab States condemned the incursion by the Israeli occupying forces, accompanied by officials from the Jerusalem occupying municipality, of the Kalandia Training Centre of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), for the second time in less than a month, and the detention of students and their personnel in flagrant violation of the sanctity, privileges and immunities of United Nations installations.
Ambassador D. Faed Mustafa, Assistant Secretary-General, Head of the Palestinian and Occupied Arab Territories Sector, confirmed that this attack constitutes a serious breach of the 1946 Convention on the Privileges and Immunities of the United Nations, a violation of the obligations of Israel, the occupying Power, under international law and the Fourth Geneva Convention, and a direct challenge to the mandate of UNRWA approved by the United Nations General Assembly.
He noted that the targeting of the Kalandia Centre, one of the oldest UNRWA vocational training centres, was part of a systematic policy aimed at undermining the Agency ' s work and denying Palestine refugees their right to education and basic services. He also recalled that, in its advisory opinion of 2025, the International Court of Justice had affirmed Israel ' s commitment to facilitate the work of UNRWA and to refrain from any action affecting United Nations installations or impeding the performance of its mandate.
Ambassador Mustafa called on the international community, the United Nations and the Security Council to assume their legal responsibilities and to take urgent action to protect UNRWA installations and personnel, to put an end to repeated Israeli violations and to hold the occupation accountable for its ongoing breaches of international law, stressing that the targeting of UNRWA would not alter the international community ' s responsibility to Palestine refugees or the mandate given to UNRWA under United Nations resolutions.
