The General Authority for Export and Import Control announced the launch of the actual implementation of its national project for digital transformation in the system of risk-based inspection and tracking, in the framework of an institutional vision led by Eng. Essam Al-Najjar, Chairman of the Board of Directors of the Authority, aimed at modernizing inspection mechanisms, facilitating trade movement and enhancing the competitiveness of Egyptian exports and imports.
The project is funded by the Government of the Republic of Korea, through the Korea International Cooperation Agency (KOICA), in the form of a grant of US$11 million, reflecting the level of international confidence in the efficiency of the Commission and its ability to manage and implement major digital transformation projects.
In this context, the Korean government has appointed KITC, one of the largest companies specialized in IT consulting and digital transformation, to implement the project, drawing on its extensive experience in developing government digital systems and risk management platforms.
The project is being implemented under the direct strategic supervision and coordination of Dr. Alaa Najmuddin Esmat, Director General of Strategic Management at the Authority and General Coordinator of the project, with the participation of a team of international and local experts, working on the development of smart algorithms for the risk-based inspection system (e-RBI) for non-food industrial goods presented to the Authority.
The system includes about 10,000 products according to the 10-digit Harmonized System code, according to the technical controls and standards issued by Ministerial Resolution No. 284 of 2023, to achieve a balance between facilitating trade and protecting the local market.
The project also includes the establishment and operation of an integrated digital information management and networking system that allows the automation of all work procedures within the Authority’s laboratories, which number more than 320 internationally accredited laboratories, thus contributing to raising the efficiency of performance and improving the accuracy and speed of inspection procedures.
The scope of the project extends to building an advanced digital tracking system for industrial goods products released through the Authority and traded in the local market, which enhances the border and subsequent control system and supports safety, quality and consumer protection levels.
The project aims at simplifying and speeding up the procedures for inspecting imported goods, improving the efficiency of the customs release system, and supporting the investment environment to enhance Egypt’s competitiveness regionally and internationally, in line with the country’s trends towards digital transformation and sustainable development.
