U.S.-Egypt Strategic Dialogue on African Path

The United States and Egypt held the African track of strategic dialogue between the two countries in Cairo on November 2, 2025, reaffirming their shared commitment to promoting regional stability, security, and prosperity.

Egyptian Foreign Minister Badr Abdel Aty hosted the talks, while the US side was headed by the US President’s Senior Advisor for Arab and African Affairs, Massad Boulos, and the US delegation included Deputy Secretary of State for Management and Resources Michael Rigas, US Ambassador to Egypt Hero Mustafa Garg, US Charg بالأعمال d’Affaires in Libya Jeremy Berndt, as well as representatives from the US Drug Enforcement Administration and the Department of Customs and Border Protection of the Department of Homeland Security.
The dialogue focused on three main areas: conflict resolution and stabilization, water security, and cross-border threats.

Conflict resolution and stabilization

The United States and Egypt reaffirmed their shared commitment to support lasting peace in Libya and work to resolve regional conflicts in Sudan, the Sahel, the Horn of Africa and the Great Lakes region. The two sides decided to intensify efforts to reach a humanitarian truce, expand aid deliveries, and set a course toward sustainable peace in Sudan, in line with President Trump’s vision of "peace through strength."
Discussions on Libya focused on stabilization efforts, a political road map for unifying institutions and expanding economic opportunities. The two sides also discussed joint efforts to strengthen the peace agreement between Rwanda and the Democratic Republic of the Congo, as well as other issues such as the stability of Somalia.

Water Security

The United States and Egypt discussed the next steps for cooperation between Nile River Basin countries, including the need for advanced river basin analyses and improved water management practices. The representatives of the United States stressed their awareness of the crucial nature of Egypt's water needs and the importance of the Nile to the Egyptian people, stressing their support for a diplomatic solution to the Nile issue that takes into account the needs of all parties.

Cross-border threats

The United States and Egypt have renewed their partnership in addressing cross-border threats, including combating illegal immigration, as well as counterterrorism and counter-narcotics efforts. The United States applauded Egypt’s role as a key partner in thwarting illegal immigration and preventing and combating migrant smuggling and human trafficking.
The two sides discussed the challenges of regional migration and ways to strengthen Egypt’s efforts to curb illegal migration towards the Western Hemisphere and the United States. Egypt also pledged to strengthen its cooperation with the United States through systems and programs focused on the exchange of information on passenger and cargo data.
Participants also discussed opportunities for cooperation in regional counter-terrorism efforts and programmes. The United States provided information on new drug trafficking routes, including across the African continent, and exchanged ideas for regional cooperation to share experiences and develop prevention and control strategies.
The two sides expressed their commitment to continue these efforts and deepen their partnership to promote peace, security and prosperity on the African continent.
