The Doctors ' Union beats the alarm. The establishment of new medical colleges must cease immediately.

The union demands that the law be applied to colleges that will not create a university hospital and stop accepting new students.

The General Medical Association has followed with great interest what has been raised about the denial of access to the operating rooms of the Shubi University Hospital in Alexandria, and the resulting situation of controversy and concern among trained doctors.

The trade union has continued with officials of the University of Alexandria hospitals, who have explained that in order to regulate the presence of concessionaires in the operating rooms, following the monitoring of the presence of doctors outside the approved training programme who are not officially enrolled or trained in clinical hospitals in Alexandria, it has been determined that the entry of prostheticians into the operating rooms would be restricted to doctors enrolled in the approved training programme, in accordance with the official schedules announced, with the identification and the specific training decisions of each doctor under the supervision of any former Clinic supervisors.

While appreciating the clarification of hospital administration and the action needed to organize training, the trade union affirms that the incident once again reveals a deeper and more dangerous crisis that the union has repeatedly warned, namely that continuing to increase the number of students and graduates without parallel expansion in university hospitals and clinical training places will inevitably lead to this abhorrent scene in which the numbers of interns are spreading beyond the capacity of medical and educational institutions, thus representing a real threat to the quality of medical education.

The union asserts that the annual graduation of thousands of doctors without the provision of real training opportunities and sufficient seats to complete their professional qualifications represents a serious waste of resources and a direct damage to the future of graduates, and is a crime against students and their families and against patients entitled to receive medical services from doctors who have received adequate and integrated training.

Despite repeated warnings and formal talks by the trade union to the Ministry of Higher Education and the Higher Council of Universities over the past years, the crisis has worsened day by day, with continuing quantitative expansion policies without a clear vision of maintaining the quality of medical education.

In this context, the General Union of Doctors renews its demand:

First, stop the indiscriminate expansion of the establishment of medical faculties and not create any new medical faculties.

II. Application of the Act to colleges that have not established university hospitals until the three-year deadline for the establishment of such hospitals, and suspension of admission of new students to these colleges next year.

ثالثا: ربط أعداد المقبولين بكليات الطب بالقدرة الفعلية للمستشفيات الجامعية ومؤسسات التدريب على استيعابهم وتأهيلهم.

وتشدد النقابة على أن المستشفى الجامعي ليس مبنىً شكليا أو استيفاءً إداريا للإجراءات، وإنما هو القلب الحقيقي للعملية التعليمية والتدريبية، ولا يجوز أن تستمر أي كلية طب في تخريج دفعات جديدة أو استقبال طلاب جدد دون امتلاك مستشفى جامعي قادر على أداء هذا الدور.

كما تؤكد النقابة أن نجاح برنامج الامتياز الموحد لن يتحقق بالقرارات واللوائح وحدها، وإنما بتوفير بيئة تدريبية حقيقية تسمح للطبيب بالتعلم واكتساب المهارات الإكلينيكية اللازمة لممارسة المهنة وفق المعايير العلمية والمهنية السليمة.

وتحمل النقابة وزارة التعليم العالي وجميع الجهات المعنية مسؤولية الاستمرار في سياسات التوسع الكمي غير المنضبط دون توفير الإمكانات التدريبية اللازمة وعدم تطبيق القانون على الكليات التي لم تلتزم بمهلة الثلاث سنوات، وتؤكد أن حماية جودة التعليم الطبي ليست مطلبا فئويا للأطباء، بل قضية تتعلق بحق كل مواطن في الحصول على خدمة صحية آمنة يقدمها طبيب تلقى تدريبا حقيقيا ومتكاملا.

إن ما حدث في الإسكندرية ليس أزمة تخص مستشفى بعينه، بل جرس إنذار يكشف حجم الخلل المتراكم في منظومة التعليم الطبي، وإذا لم يتم التعامل مع هذه التحذيرات بجدية وحسم، فإننا سنكون أمام أزمة أكبر تمس كفاءة الطبيب المصري، ومستقبل المهنة، وحق المواطن في الحصول على خدمة صحية آمنة.
