This law regulates the relationship between the lessor and the lessee, in line with the amendments to the previous laws relating to the rental of premises.

The above-mentioned article provides each tenant, or owner of a lease according to the laws 49 of 1977 and 136 of 1981, with the opportunity to obtain a residential or non-residential unit of the units available to the state, whether for rent or ownership. This is done according to specific rules and procedures, which include applying and organizing the priorities of differentiation to obtain the units.

Submission of applications

The steps and duration of the applications have been defined and will be accepted via a unified online platform created specifically for this purpose. Within a period of no more than three months from the inception of the platform, tenants can create online accounts to track the status of their applications and complete the required documents.

Among the required documents, you must provide documents proving the rental relationship, marital status, and family income. In addition, those who wish to apply for non-residential units must prove their continued activity, and persons with disabilities must submit a certificate of rehabilitation or a government service card from the Ministry of Social Solidarity.

Allowing applications

To ensure fair access, applications and documents were allowed to be submitted in writing through post offices in all governorates of the Republic, in order to make it easier for groups that may have difficulty using the electronic platform, such as the elderly or individuals with limited education or disabilities.

The procedures for examining applications for allocation and determining who is responsible for verifying the applicability of the legal requirements to applicants were also organized through the Social Housing Fund and the support of real estate financing.

Finally, tenants have the right to file a grievance in case their application is rejected. Grievances must be examined and resolved within one month from the date of submission, which guarantees the rights of applicants to re-review their applications when they are eligible.
