Ahmed Al-Dubaiki, General Manager of Health Sciences, held an extensive meeting with more than 60 inspectors and food controllers from the Ministry of Health, at the headquarters of the Health Sciences Syndicate in Giza governorate, in the presence of Haitham Al-Sabea, Chairman of the Health Supervisors Committee of the General Syndicate, Mustafa Khalil, member of the Board of Directors of the General Syndicate, Captain of South Sinai, and a number of members of the Board of the General Syndicate and the Giza Syndicate.
During the meeting, Captain General Ahmed al-Dubaiki stressed that the preservation of food inspectors' work and competencies is an inherent right that cannot be waived under any circumstances, as this role represents the utmost importance to protect the health of citizens.
He explained that the union will address the competent official authorities in the state, to present the full dimensions of the crisis, represented in the deliberate withdrawal and reduction of their competencies, which were defined by the law, and job description cards by the Central Organization for Management and Administration, which they have been practicing effectively for the past 80 years, and stressed the need for the Ministry of Health to provide what is new in this file, in order to preserve the job stability of workers.
He pointed out that the Ministry of Health, during the past ten years, selected food inspectors very carefully, and were trained in modern inspection work, with the help of specialized international bodies, the last of these exercises at the end of December 2019, where the state did not spare money or effort in building these specialized human cadres.
Yet this system has been left with its logistical potential and human resources, without any actual operation or real exploitation.
Nor have these competencies been tapped or provided to support the new food safety system, a clear waste of public money.
The statement also pointed out that the preventive sector has not yet issued any regulatory publication defining the mechanism of action during the next phase, which adds an additional burden on the Egyptian state and reflects a complete picture of the waste of public money.
At the same time, the National Food Safety Authority is contracting new staff to carry out the work of food inspectors, in a step that represents a duplication of competencies and double the financial burden on the Egyptian state.
The General Union of Health Sciences affirmed its full support for the development of the food safety system in Egypt, through the proper application of Law No. 1 of 2017 on the establishment of the Authority, specifically Article 4, in addition to the continuation of all laws regulating the circulation of food, which has not been repealed from the legislator because of its full awareness of the importance of the stability of the local food market, as one of the pillars of Egyptian national security.
ويأتي في مقدمة هذه التشريعات الداعمة، القانون رقم ٤٨ لسنة ١٩٤١، المعدل بالقانون رقم ٢٨١ لسنة ١٩٩٤ بشأن مكافحة الغش والتدليس في الأغذية، وقرار وزير الصحة رقم ٣٨٦ لسنة ١٩٥٩ الخاص بالإجراءات الوقائية لمكافحة التسمم الغذائي، بالإضافة إلى القوانين المنظمة لتداول الأغذية داخل المستشفيات والسجون والمدارس والجامعات.
وتساءلت النقابة عن كيف يمكن حماية تلك القطاعات الحيوية، في حال غياب الدور الأصيل لمفتشي أغذية وزارة الصحة.
وشكلت النقابة العامة للعلوم الصحية لجنة طوارئ، وستكون في حالة انعقاد دائم حتى يصل هذا الملف لأعلى مستوى، وحله جذريا، حيث يحافظ على صحة المواطنين ويضمن الأمان الوظيفي لأكثر من ١٤٠٠ مفتش أغذية يمثلون ثروة بشرية وطنية يتم تهميشها عمليا دون مبرر.
